Digital color orthophotography of the State of West Virginia (West Virginia State Plane Coordinate System North Zone). The W.V. state plane system has two cartographic zones, north and south. This data set consists of 10,000' x 10,000' uncompressed 24-bit natural color TIFF files at a pixel resolution of 2.0' and 10,000' x 10000' compressed 24 bit-bit natural color MrSid files at a pixel resolution of 2.0'. Digital orthophotography combines the image characteristics of a photograph with the geometric qualities of a map. Digital orthophotography is a process which converts aerial photography from an original photo negative to a digital product that has been positionally corrected for camera lens distortion, vertical displacement and variations in aircraft altitude and orientation. The imagery was captured at a negative scale of 1" = 2400' in the spring of 2003 for the purpose of producing natural color digital orthophotos at a 2' pixel resolution. The ortho-rectification process has achieved <9.8' ft. horizontal accuracy at a 95% confidence level. TIFF files are approximately 75 MB in size. MrSid files are approximately 4 MB in size.

The accuracy of the ground control and airborne GPS data is confirmed by the evaluation of the results of the analytical bundle adjustment. The residuals of the final adjustment ensured compliance with NSSDA standards. During the scanning of the original aerial film, the image histogram for each frame is carefully examined to ensure that the image has been scanned so that the minimum and maximum brightness values are captured to eliminate any loss of detail due to saturation of dark or light areas. The ortho-rectified images are checked for image quality and tone-balanced using a combination of techniques including adjusting the histogram of each color band in Intergraph's IRAS-C software, and using the block tone-matching algorithms provided by Orthovista software. Evaluation of the DEM includes checking the terrain data for spikes and wells, omissions, and other anomalies that do not meet the project accuracy requirements. Using the adjusted horizontal coordinates of the aerotriangulation points, their heights are interpolated from the neighboring DEM points. The interpolated coordinate of the aerotriangulation point is then compared with the actual adjusted Z value of the aerotriangulation result. Visual inspection of the stereoscopic model and contour lines (generated only for QA/QC purposes) is also made allowing the detection of errors in the DEM.

Orthophotography has a <9.79 ft. horizontal accuracy at 95% confidence level, National Standard for Spatial Data Accuracy (NSSDA), for a 2.0 foot Ground Resolution Distance (GRD). Horizontal accuracy determined as 1.7308 times the RMSE circular error(1.4142 x 4' = 5.657'). This requirement will not be applicable in areas where the ground is obscured on the aerial photography by foliage, prevalent smoke, or dense shadow.

To supplement the airborne GPS control network a total of 153 photo control points were captured as well as an additional 54 quality assurance control points that were incorporated in the quality assurance testing of the aerotriangulation. Softcopy aerotriangulation utilizes the GPS ground control and image coordinate measurements which are run through bundle block adjustment software computing the exterior orientation parameters for each image of the photogrammetric project. The original aerial film was scanned utilizing a Socet Set DSW600 precision photogrammetric scanner at a resolution of 12.5 microns. Using these scans the aerotriangulation process employs a rigorous mathematical model which detects measurement errors, and corrects for systematic image distorion, film shrikage, atmospheric refraction and camera lens distortions. The final bundle adjustment results are inspected to ensure that the RMSE meets the required 1 part in 10000.

The procedure utilized for the development of the DTM/DEM development used a combination of automated and manual techniques. The initial phase produced an intermediate terrain data set using a series of automatic data processing algorithms known as Automatic Terrain Extraction. This data set is further refined using a series of automatic filtering techniques, along with visual inspection and editing processes to produce a fully compliant DEM meeting the project specifications. To enhance the results of the ATE process linear and polygonal break line information was collected in all areas where a more rigorous data set was required to define changing terrain conditions. This break line data is then merged into the correlated terrain file and used to influence the DTM by correcting areas where the ATE process has failed to depict the terrain accurately.

Digital orthorectification includes a spatial and radiometric transformation of the scanned image from line/sample space into the specified ground coordinate system. The interior and exterior orientation parameters from the aerotriangulation process are used to project each pixel into the ground coordinate system, while the DEM is used to correct for relief displacement. The Color orthophotos are generated by Intergraph's Base Rectifier using a cubic convolution algorithm. Once the images are ortho-rectified, they are checked for geometric accuracy and image quality, and tone-balanced. The individual overlapping orthophotos are mosaicked together using Automatic Image Mosaicker (AIM) software into one seamless image data set. Final tiles are then extracted from the image set to the State of West Virginia's tiling scheme.

TIFF (Tagged Image File Format) is one of the most popular and flexible of the current public domain raster file formats. Tiff is designed for raster data interchange. TIFFs main strengths are a highly flexible and platform-independent format that is supported by numberous image-processing applications. Since developers of printers, scanners and monitors designed it, it has a rich space of imformation elements for colorimetry calibration, gamut tables, etc. Such information is also very useful for remote sensing and multi-spectral application. TIFF also has the ability to break an image into tiles rather than scan lines. This allows for efficient access to very large images which have been compressed.

MrSid uses a lossy compression technique in that data is purged; however, it achieves virtually lossless compression even at ratios of 20 to 30:1. The compression is based on wavelet technology. Wavelet algorithms also take into account the fact that the amount of detail may vary within the image, which is perfect for geospatial images that tend to represent detailed urban areas as well as large areas of no detail within a single image. This technique transforms the bits of the image using a mathematical formula to combine the advantages of lossy and lossless compression: small file size, excellent image quality, and geometric accuracy. Using MrSid decompression techniques results in a final product, so no decompression is necessary. MrSid files can be viewed in *.sid compatible viewers.
